LiMA Earns Clean Audit Report, Reinforcing Commitment to Financial Accountability

MONROVIA, LIBERIA – The Liberia Maritime Authority (LiMA) has secured an unqualified opinion from the General Auditing Commission (GAC) for the fiscal year ending December 31, 2024, a milestone that further strengthens the institution’s reputation for sound financial management and institutional accountability.

According to the audit report issued by Auditor General P. Garswa Jackson, LiMA’s financial statements were found to fairly present the Authority’s financial position, operational performance, and cash flow in compliance with International Financial Reporting Standards (IFRS).

The report noted that auditors obtained sufficient and appropriate evidence to support their findings, reflecting the effectiveness of the Authority’s internal controls and financial reporting mechanisms.

The unqualified opinion, often referred to as a “clean audit,” represents the highest level of assurance provided by external auditors and confirms that the institution’s records are free from material misstatements.

The latest audit outcome is being viewed as a significant endorsement of the reforms and accountability measures introduced under the leadership of Commissioner/CEO Neto Zarzar Lighe Sr., whose administration has emphasized transparency, fiscal discipline, and institutional modernization.

Speaking following the release of the report, Cllr. Lighe praised the dedication of LiMA’s staff and financial management team, describing the achievement as evidence of the Authority’s continued commitment to responsible governance.

“This result demonstrates the seriousness with which we approach transparency and financial integrity,” he stated. “We remain committed to strengthening our systems and ensuring that public resources entrusted to the Authority are managed responsibly and efficiently.”

He added that LiMA will continue implementing reforms aimed at improving operational standards, reinforcing compliance, and enhancing public trust in the maritime sector.

Over the years, the Liberia Maritime Authority has undertaken several initiatives to modernize its administrative and financial structures while contributing to the Government of Liberia’s broader development and governance agenda.

The clean audit opinion further positions LiMA among public institutions demonstrating measurable progress in accountability, institutional performance, and prudent financial stewardship.

As Liberia continues efforts to strengthen public sector governance, LiMA says it remains focused on effectively managing the country’s maritime program while contributing to national economic growth and development.
