Boakai Repositions Commissions for National Strength- Taps Cllr. Bangalu to Lead Strategic Refugee Agency , Atty. Kruah Takes Helm at Youth and Sports
President Joseph Nyuma Boakai, Sr., has taken a decisive and forward-looking step to strengthen Liberia’s institutional response to emerging migration and security challenges by repositioning key national commissions for greater strategic impact.
In a move announced from the Executive Mansion on January 21, 2026, the President expanded the mandate of the Liberia Refugee Repatriation and Resettlement Commission (LRRRC) to better address national, regional, and global migration dynamics affecting Liberia and the wider West African sub-region.
The decision reflects the Administration’s commitment to safeguarding Liberia’s territorial integrity while enhancing national preparedness in the face of increasing cross-border movements and evolving refugee and returnee management needs.
As part of this strategic repositioning, President Boakai appointed Cllr. Jerror Cole Bangalu, former Minister of Youth and Sports, as Executive Director of the LRRRC, entrusting him with leading the Commission into a new era of expanded responsibility.
The President underscored that Cllr. Bangalu’s appointment is intended to strengthen operational leadership, improve inter-agency coordination, and ensure effective execution of the LRRRC’s broadened mandate.
President Boakai noted that Liberia is at a pivotal moment, shaped by rising regional migration pressures and the challenge of managing porous borders in an increasingly interconnected global environment.
He emphasized that these realities demand an institutional response that transcends traditional humanitarian coordination and contributes meaningfully to national security planning and comprehensive migration management.
Under its expanded role, the LRRRC will now play a more strategic function in coordinating cross-border movements, engaging with regional and international migration protocols, and supporting Liberia’s overall national security framework.
The President expressed appreciation for Cllr. Bangalu’s dedicated service to Liberia’s youth during his tenure at the Ministry of Youth and Sports, describing his leadership as impactful and nationally significant.
President Boakai further conveyed full confidence that Cllr. Bangalu’s legal expertise, administrative discipline, and public service experience will guide the LRRRC effectively through this new phase of national responsibility.
In another major development, the President nominated Attorney Cornelia W. Kruah as Minister of Youth and Sports, signaling continuity and renewed vigor in youth development and sports administration.
Attorney Kruah’s nomination reflects the Administration’s focus on professionalism, inclusiveness, and strategic leadership within institutions critical to national development.
Additionally, President Boakai appointed Honorable Jackson Paye as a Member of the Board of Directors of the Liberia Civil Aviation Authority (LCAA), strengthening governance within the aviation sector.
The President described the appointments as part of a broader effort to align Liberia’s institutions with national priorities and emerging global realities.
All nominations and appointments, where applicable, are subject to confirmation by the Honorable Liberian Senate, in keeping with constitutional processes and democratic accountability.
With these actions, President Boakai continues to demonstrate decisive leadership aimed at modernizing governance structures and positioning Liberia to respond effectively to contemporary challenges while advancing national stability and development.
