From Doubt to Delivery: LRA Surpasses Target with Historic US$818 Million

The Liberia Revenue Authority (LRA) has made history, recording the highest domestic revenue collection ever achieved in Liberia, after mobilizing US$818 million in 2025, surpassing the approved national target of US$804.6 million by US$13.4 million.

The landmark achievement was announced on Monday, December 29, 2025, by LRA Commissioner General James Dorbor Jallah during a press conference on the Authority’s 2025 revenue performance, marking a defining moment in Liberia’s fiscal and institutional reform journey.

“This is not just a statistical achievement,” Commissioner General Jallah declared. “It is a clear signal that Liberia’s domestic resource mobilization efforts are strengthening and that public institutions, when guided by discipline and professionalism, can deliver results.”

The 2025 performance exceeds the 2024 revenue outturn of US$699 million by more than US$119 million, making it the second consecutive year the LRA has surpassed its annual revenue target an outcome that firmly counters earlier skepticism surrounding the Authority’s capacity to deliver.

Jallah recalled that doubts were widely expressed when both the 2024 and 2025 revenue targets were established. However, he noted that the LRA chose performance over rhetoric, steadily delivering results through sustained reforms focused on compliance, modernization of tax administration, institutional discipline, and professional integrity.

Remarkably, the record-breaking collection was achieved amid significant institutional and operational constraints, including limited financial, logistical, and human resource capacity.

“The LRA has had to do more with less,” Jallah emphasized. “That reality makes today’s achievement even more significant.”

He paid glowing tribute to LRA employees across the country from headquarters to ports, borders, and county offices describing them as “Liberia’s unsung heroes” whose long hours, resilience, and dedication made the milestone possible.

The Commissioner General also acknowledged the critical role played by other government institutions and partner agencies involved in revenue generation and enforcement, stressing that domestic revenue mobilization is a shared national responsibility.

The announcement comes as the Government of Liberia sets an ambitious US$1.176 billion domestic revenue target for 2026, the highest in the nation’s history. While concerns have emerged about the scale of the target amid prevailing global and domestic economic pressures, the LRA reaffirmed its commitment to its institutional mandate.

To support the 2026 goal, the Authority plans to intensify reforms, including expanded digital transformation, enhanced automation, stronger data-driven compliance systems, improved taxpayer services, and preparations for the introduction of Value Added Tax (VAT) alongside nationwide taxpayer education campaigns.

Commissioner General Jallah expressed gratitude to compliant taxpayers and urged greater participation from the informal sector, noting that broadening the tax base is essential to easing pressure on existing taxpayers and ensuring sustainable national development.

“Liberia can deliver,” he concluded. “And together, we will.”

The US$818 million revenue milestone marks a major step toward fiscal self-reliance and significantly strengthens public confidence in Liberia’s revenue administration system.
