Sen. Konneh Delivers Transformational Legislative Leadership 2025

Senator Amara M. Konneh of Gbarpolu County has capped 2025 with an impressive record of legislative activism, policy leadership, and national service, positioning himself as one of Liberia’s most influential voices for accountability, reform, and people-centered development.

Throughout the year, Senator Konneh distinguished himself across county, regional, national, and international platforms, championing just governance, fiscal discipline, and development-focused policies while exercising firm legislative oversight in defense of the national interest.

The Senator’s office described 2025 as a productive and impactful period, marked by decisive responses to emerging national challenges, including Liberia’s growing drug epidemic and the constitutional crisis in the House of Representatives.

On July 8, 2025, Senator Konneh, alongside Senator Abraham Darius Dillon, requested Plenary to invite the Presidential Committee on Drugs to appear before the Senate in a public hearing on Liberia’s national anti-drugs response.

The hearing assessed progress in combating illicit drug use and trafficking and resulted in the submission of a national framework document for legislative review, strengthening the country’s fight against narcotics and organized crime.

Following the Supreme Court’s ruling affirming former Speaker Fonati Koffa’s leadership of the House of Representatives, Senator Konneh issued a strong public statement urging full compliance with the rule of law and calling for national reconciliation to restore political stability.

In another major intervention, Senator Konneh moved to uphold accountability in the investigation of the December 2024 Capitol Building fire, requesting Plenary on May 29, 2025, to summon the Ministry of Justice, Liberia National Police, and National Fire Service over delays in releasing the final report.

A full Senate hearing was subsequently held on June 4, 2025, reinforcing the Senate’s constitutional oversight role and public demand for transparency.

As Co-Chair of the Joint Public Accounts and Audit Committee (JPAC), Senator Konneh led months of public hearings on public financial management and accountability.

On June 30, 2025, JPAC submitted a consolidated report covering 12 General Auditing Commission audit reports, now before a Conference Committee for harmonization, marking a major milestone in fiscal governance.

Senator Konneh also emerged as a leading advocate for stronger budget discipline, consistently highlighting weaknesses in execution, illegal transfers, and rising public debt.

On February 1, 2025, he exposed serious failures at Emirates Hospital and other health facilities, revealing that only US$37,000 of a US$350,000 FY2024 allocation had been disbursed, triggering a nationwide Senate hearing that led to improved funding and service delivery.

He further cautioned colleagues against approving the US$1.2 billion FY2026 National Budget without addressing unauthorized transfers and called for stricter enforcement of the Budget Transfer Act of 2008 and Public Financial Management laws.

With national debt rising to US$2.7 billion, representing 57 percent of GDP, Senator Konneh called for transparency, discipline, and accountability in debt contracting to restore public confidence.

In support of growth and local empowerment, he pushed for enforcement of the Small Business Empowerment Act, which mandates that at least 25 percent of public procurement be reserved for Liberian-owned businesses.

Through sustained advocacy, the Senator also helped secure increased budgetary allocations for agriculture and Roberts International Airport in the FY2026 National Budget.

In June 2025, he demanded a comprehensive review of Liberia’s investment incentives, warning that outdated tax exemptions were eroding national revenue.

Senator Konneh further strengthened legislative oversight in the extractive sector, supporting the TotalEnergies Production-Sharing Agreement, opposing the Oranto Petroleum PSA on governance grounds, and abstaining from the Ivanhoe Agreement vote due to procedural concerns.

On the social front, he co-sponsored legislation establishing Christian and Muslim holidays as national holidays, promoting inclusivity, and announced plans to introduce a Medical Malpractice Accountability Bill to protect patients and strengthen professional standards.

From the Senate floor to university lecture halls, including his July 17, 2025 guest lecture and donation at Lofa University, Senator Konneh’s 2025 legislative record stands as a testament to bold leadership, principled governance, and unwavering commitment to Liberia’s democratic and development aspirations.
