Dr. Conteh Refutes Mismanagement Claims of US$34M UL Renovation Fund
Dr. Al-Hassan Conteh, the immediate past Acting President of the University of Liberia (UL), has strongly denied allegations of mismanaging over US$34 million reportedly allocated for campus renovations.
Speaking at the UL Fendall Campus on January 10, 2025, Dr. Conteh described the allegations baseless and outlined the challenges his administration faced during his tenure.
Addressing local media, Dr. Conteh stated unequivocally that his administration never received any funds earmarked for the extensive renovations of UL’s campuses.
Instead, he emphasized that his role was to assess the institution’s deteriorating infrastructure, devise renovation plans, and submit funding requests to the Government of Liberia(GoL).
“We had no operational budget for nine years,” Dr. Conteh revealed, highlighting that this financial shortfall severely hampered the university’s ability to improve its infrastructure and settle payments owed to part-time instructors.
The lack of resources, he noted, had been a significant barrier to meeting the university’s growing demands.
Dr. Conteh further disclosed that, in collaboration with the Ministry of Public Works, his administration conducted a comprehensive assessment of the university’s infrastructure.
The report concluded that US$13.1 million would be needed to renovate UL’s campuses. This amount included US$3.92 million for building repairs and US$9.25 million for the construction of access roads.
He clarified that while this budget had been submitted for government consideration, the university was still awaiting full funding.
The US$34 million figure, Dr. Conteh argued, was unsubstantiated and had no connection to any financial transactions during his leadership.
“These accusations are unfounded and damaging,” Dr. Conteh said, adding that his administration prioritized transparency and accountability throughout its operations.
He urged stakeholders and the media to investigate the claims thoroughly to avoid misleading the public.
The immediate past president also took the opportunity to outline his administration’s achievements despite the financial constraints.
Under his leadership, the university initiated critical discussions with the government and international partners about revamping UL’s facilities, including plans for road networks, modern lecture halls, and student dormitories.
Dr. Conteh reiterated his commitment to education and accountability, stating that his tenure was marked by a focus on building a foundation for future developments.
“Our aim was to lay the groundwork for a better UL, even with the limited resources at our disposal,” he said.
He also called on the government to expedite funding for the university’s renovation projects, stressing the importance of modern infrastructure in delivering quality education to Liberia’s youth.
“The University of Liberia is a beacon of hope for many. It deserves adequate support,” Dr. Conteh remarked.
In response to the allegations, Dr. Conteh called for an independent audit to determine the veracity of the claims.
He noted that such an investigation would not only clear his name but also provide transparency regarding the university’s finances.
Meanwhile, the allegations have sparked a broader conversation about accountability and funding in Liberia’s public institutions.
Many observers have pointed out the need for stronger oversight and regular audits to prevent financial mismanagement.
Students and faculty members at UL have expressed mixed reactions to the claims and Dr. Conteh’s denial.
